Harbor Ave SW and SW Spokane St Intersection Improvements

What’s happening now?

Construction on the Harbor Ave SW and SW Spokane St Intersection Improvements Project is underway.

Crews began paving on July 24 and plan to continue through the first week in August. Work is being completed in sections, allowing a pathway to the Alki Trail to be maintained for people walking and biking. We expect the new trail to be open to people biking and walking as soon as mid-August.

Thank you for your continued support and patience as this project moves forward. Paving needed to be scheduled in conjunction with other Neighborhood Street Fund projects currently under construction, which is why the site appeared to have limited construction activity. We are making progress!

Work completed to date

  • Replaced road panels
  • Cleared vegetation
  • Installed drainage pipes in the road
  • Installed electrical components for bike-only signal

What’s coming next

  • Continued paving and installation of new sidewalks and ramps
  • Striping will occur around 3 weeks after paving
  • Once striping is complete, crews will activate the bike-only signal
  • Replanting the site will begin as soon as October, per the City’s planting schedule

A temporary, 4.5 foot pathway is open at the corner of SW Spokane St and Harbor Ave SW along the Alki Trail. Details about the pathway are as follows:

  • This temporary pathway is open and accessible to pedestrians and dismounted bicyclists traveling on the trail. The purpose of the temporary pathway is to allow people walking and biking to move safely through the work zone during construction.
  • The pathway will remain open 24/7
  • Signs will instruct people biking to dismount. It is advised to obey signage and use extreme caution when traveling through this narrow pathway

Traffic impacts

  • Westbound SW Spokane St will be occasionally reduced to one lane of traffic at Harbor Ave SW, except during peak hours (3 PM to 7 PM, Monday through Friday), when it will remain fully open
  • During work hours a uniformed police officer will direct right turns onto northbound Harbor Ave SW from SW Spokane St when lanes are reduced or closed
  • Sidewalks will be maintained for people walking and biking

What you need to know during construction

  • Typical construction hours are Monday-Friday, 7 AM-5 PM
  • Occasional night and weekend work
  • Temporary lane, crosswalk, and sidewalk closures
  • Detours for people walking and biking
  • A uniformed police officer will be on site whenever there is work underway at the intersection. A uniformed police officer or a flagger will aid people walking and biking whenever work within the trail alignment is underway or when other construction activities impact the pathway
  • Possible parking and loading restrictions
  • Please expect typical construction impacts such as increased noise, dust, truck activity, and vibration
  • Impacts and schedule are subject to change

Project Description

We will improve safety for people walking, biking and driving at the intersection of Harbor Ave SW and SW Spokane Street in West Seattle. In 2016, the Harbor Ave SW and SW Spokane Street Intersection project was one of 12 selected by the Levy to Move Seattle Oversight Committee to be funded through the SDOT’s Neighborhood Street Fund (NSF) program. The NSF program funds projects requested by the community.

Project Elements

  • Adding a curb bulb that increases standing space and visibility at the northeast corner of Harbor Ave SW and SW Spokane St intersection
  • Adding a bike-only signal at the northeast corner of Harbor Ave SW and SW Spokane St to give people biking protected crossing to the southwest corner of the intersection
  • Replacing existing segments of jersey barrier and vegetation along the Alki Trail approaching Harbor Ave SW
  • Restriping the crosswalk at the intersection
  • Adding a bike ramp on SW Avalon Way at SW Spokane St

Maintaining transit and freight access to Harbor Ave SW and Avalon Way SW is a key element of the project. Adding the protected bike signal phase will increase wait times at this intersection during some peak times of the day.

Project Funding

Funding comes from the 2015 voter-approved, nine-year Levy to Move Seattle, which will improve safety for all travelers, maintain streets and bridges, and invest in reliable, affordable travel options for a growing city. The levy includes $24 million to continue the Neighborhood Street Fund program over the nine years.
