Daybreak Star Pathway and Lighting Improvements

Seattle Parks and Recreation (SPR) is in the process of hiring a consultant to design the pathway and lighting improvements. We anticipate starting on the design for the improvements later this fall.

This project was selected for funding as a result of the Parks CommUNITY Fund public nomination and voting process. Learn more about the process here.

The project is funded through the Park CommUNITY Fund, with a total budget of $1,075,000.

Planning, design, and permitting: Summer 2025 – Summer 2026 
Bidding: Fall 2026 
Anticipated completion: Summer 2027 

Project Description

Daybreak Star Indian Cultural Center is an important cultural and community gathering place for Seattle’s urban Native population. During well-attended powwows and events, visitors often walk between the center, the Powwow Grounds, and nearby parking areas. Currently, these routes lack paved, accessible paths and adequate lighting, creating safety concerns, particularly for elders and those with mobility challenges.

SPR, in partnership with the United Indians of All Tribes Foundation (UIATF), is improving pathways and lighting around the Daybreak Star Indian Cultural Center at Discovery Park. The project was selected for funding as a result of the Parks CommUNITY Fund public nomination and voting process.  It focuses on the following elements:

Pathways

  • New pedestrian paths along the upper portion of Bernie Whitebear Way within the UIATF leased area
  • Accessible path connecting Daybreak Star to the Powwow Grounds

Lighting

  • Additional lighting in the Daybreak Star parking area
  • Pedestrian-scale lighting along new and improved pathways

SPR will work with UIATF to minimize the construction impacts to Daybreak Star visitors. Access to the pathway improvement areas surrounding the center may be limited during construction.
