Seacrest RFP Public Questions and Answers 

  1. Question: Is the window in the bar for walk up orders?

Answer:  Yes, the window may be used for walk-up orders, subject to applicable regulations and operational approval.

 

  1. Question: Is alcohol on the patio allowed?

Answer:  Alcohol may be allowed on the patio only if the area is permitted and approved by the Washington State Liquor and Cannabis Board as part of the licensed premises.

 

  1. Question: What equipment stays in the kitchen?

Answer: The two walk-in refrigerators and the hood will remain in the kitchen and are included as part of the premises.

 

  1. Question: Will the recreation subcontractor stay on? Who gets to pick who has that subcontract?

Answer: The recreation contractor may or may not remain. The contractor retains full discretion to manage and operate the watercraft business directly or to subcontract those services to a vendor of their choosing.

 

  1. Question: Can electrical be upgraded to 240V?

Answer: Yes, electrical service can be upgraded to 240V, subject to approval.  The contractor shall be responsible for all costs and must coordinate the upgrade with SPR, the appropriate utility providers, and permitting authorities.  

 

  1. Question: How do people get to the boat rental?

Answer: The boat rental is located on the northwest side of the building and is accessed via an exterior entrance that faces Harbor Avenue.

 

  1. Question: Is accepting cash as a form of payment required?

Answer: Cash is considered an inclusive payment option because it does not require access to banking services, credit, or digital technology and cash ensures equitable access. However, if cash is not accepted, you can still meet inclusivity goals by offering alternative payment methods that are equally accessible, low-barrier, and widely usable for individuals who rely on cash. Please explain in detail how you will achieve this goal.

Purpose & Outcomes

PURPOSE

The purpose of the Request for Proposal is to identify a proposer that will fulfill the required objectives by meeting SPR’s desired outcomes including:

  • Provide high-quality, healthy menu, and reasonable pricing of food options at Seacrest Boathouse
  • Watercraft activities provided either by contractor or subcontractor
  • Operate restaurant/businesses in a way that keeps the park active and engaging year-round
  • Operation and routine maintenance and custodial care of the Seacrest Boathouse and patio
  • Maintain healthy relationship amongst organizations utilizing Seacrest Park, including King County Water Taxi, SPR SW grounds crew, watercraft and diving groups

SPR’s intent is to negotiate a long-term contract for operation of the Seacrest Boathouse with such proposer. 

AGREEMENT TERM

Once a successful proposer is selected, SPR will negotiate a five (5) year contract with an option for one (1) additional five (5) year extension at the sole option of the Superintendent. This agreement will be negotiated between SPR and the awarded proposer and is subject to City Council approval.

Description of Premises

HISTORY AND LOCATION

The Seacrest Boathouse and fishing pier is located at 1660 Harbor Ave SW, Seattle WA 98116, inside Seacrest Park

It served as an historic fishing hub since the mid-20th century.  The original boathouse was torn down in 1982 and the current facility was built in 1989 and hosts a mix of traditional fishing, boat rentals, and expanded diverse restaurant and business operations.

The park also hosts the King County Water Taxi West Seattle terminal, and is a popular spot for SCUBA diving, kayaking, and fishing.

NET RENTABLE AREA (Occupied by Tenant not including patio)

Restaurant:     1,658 SF

Retail Shop:       550 SF

Open Office:      160 SF (retail shop)

Total:               2,364 SF (King County records Net Square Feet)

TIMELINE

Written proposals in response to this RFP must be submitted by May 15, 2026, no later than 3:00PM PDT.   Late proposals will not be accepted.  Proposals must include written responses to the submission information, including signature and contact page.  Proposals will only be accepted via email.  All proposals are to be emailed to JoAnn Gunter at joann.gunter@seattle.gov
