Requests for Proposal (RFP) Announcement for Magnuson Park
Introduction and Overview
Seattle Parks and Recreation (SPR) seeks proposals for the redevelopment, renovation, and activation of Building 18 and Building 41, located within Warren G. Magnuson Park.
Magnuson Park's buildings are former facilities of the Sand Point Naval Air Station (SPNAS). Many of these buildings have already been rehabilitated and are under long-term agreements with private operators; Arena Sports and the Mountaineers are examples of the many successful public-private collaborations at Magnuson. Any proposed use must be compliant with the National Park Service's Federal Land to Parks program and the property's USA Deed.
Building 18 was formerly the fire station for SPNAS; Building 41 was formerly the fuel and service station. Both buildings are currently vacant. SPR invites organizations to submit proposals to redevelop, operate, and manage each building under an agreement with the City, and in alignment with the uses and guidelines set forth by the City of Seattle and the National Parks Service (NPS). Proposers do not need to submit responses for both buildings. SPR will select the proposal(s) that best demonstrates the ability and commitment to meeting the criteria laid out in this Request for Proposals (RFP) package.
Objectives & Purpose
SPR’s objectives for this RFP are listed below:
- Restoration of building and all building systems to attain a Certificate of Occupancy;
- Renovation and activation of premises to ensure positive parks and recreation activation through the duration of a long-term agreement; and
- Operation, routine maintenance and custodial care of Building.
Through this RFP, SPR is seeking a proposer(s) that can make a significant capital investment in exchange for a long-term agreement. SPR does not have designated funding for this redevelopment; therefore, proposals should also include an adequate and well-defined funding plan for the redevelopment.
The successful proposer(s) will be invited to negotiate a property agreement under which the proposer(s) will redevelop, operate, and manage the building for the approved use and programming for a term that is commensurate with the Proposer’s financial commitment. Specific terms and conditions of a property agreement with SPR are negotiable. Fair market rent may be partially offset through public benefits in the form of capital improvement costs.
