Newly eligible residents can apply for Zone 19 permits
Residents who live within the area shown in the map can now apply for Zone 19 permits. Please note that the permit counter is doing their best with a large number of applications. When you apply you will receive a 28-day temporary permit. Thank you for your patience.
Important dates:
- Zone 19 signs will begin to be installed in September 2021.
- Signs will be covered and new blocks in the Zone not enforced until at least October 2, 2021.
- Don't delay. Please submit your application as soon as possible.

What's happening now?
On October 2, 2021, the Roosevelt Link Light Rail Station will open. The Seattle Department of Transportation (SDOT), alongside King County Metro and Sound Transit, is working on a variety of improvements to transit, walking, and biking to support access to the new station. The new light rail line to Northgate is expected to see 41,000 - 49,000 daily riders. This represents a tremendous new mobility asset for neighborhood businesses and residents. SDOT is also planning to update curb parking regulations for the surrounding area to balance the needs of those who live in, work in, or visit the neighborhood with those who use the new station. SDOT has conducted a study on streets around the station and is planning updates to some on-street parking.
SDOT is moving forward with many previously proposed changes, along with updates to our proposal based on feedback from community members. Thank you to everyone who provided feedback. A map of the updated planned changes is below.

WHAT WE HEARD
To collect feedback on the proposed plan, SDOT sent a mailing to the surrounding area, held a public meeting on April 29, collected over 500 comments through online survey, as well as engaged directly with stakeholders. We heard two main themes:
- Expand the Residential Parking Zone (RPZ) 19 in boundary areas to the northwest and east of station.
- Maintain access for businesses, customers, and Roosevelt High School by preserving loading and short term parking access through paid or time limited parking.
PLANNED CURBSPACE CHANGES
In response to the feedback received, SDOT is changing the original proposal with the following changes. See description below.
We are adding the following areas in RPZ 19:
- 11th Ave NE and 12th Ave NE up to NE 75th St
- NE 73rd Street between 16th Ave NE and 17th Ave NE
- 17th Ave NE between NE 70th St and NE 73rd St
- NE 63rd Street between 18th Ave NE and 19th Ave NE
- 19th Ave NE between NE 63rd St and NE 65th St
- NE 62nd Street and NE 61st Street between Roosevelt Way NE and 12th Ave NE
We are changing from proposed RPZ to 4 hour time limit signs on:
- NE 66th St between Brooklyn Ave NE and 15th Ave NE
- The east end of NE 68th St between 12th Ave NE and 15th Ave NE
We are changing from proposed RPZ to paid parking on:
- Brooklyn Ave NE between NE 66th Street and NE 65th St
We are adding loading zones on:
- NE 67th St between 8th Ave NE and Roosevelt Way NE (south side
- 12th Ave NE between NE 67th St and NE 68th St (east side)
- 12th Ave NE between NE 65th and NE 66th St (east side)
- Brooklyn Ave NE between NE 65th and NE 66th St (west side)
- Roosevelt Way NE between NE 64th and NE 65th St (east side)
NEXT STEPS:
- SDOT will mail eligible residents information about how to purchase a Zone 19 permit, including information about the $10 low-income permit.
- New signs will be installed in late summer and early fall.
- We will start installation with the areas closest to the station, working our way outward.
- Installed changes will not be enforced until October 2.
- Light rail will open October 2.
