Fees and Costs

Please Note:

Based on information provided by WSDOT, on January 11, 2019, State Route 99 through downtown Seattle will be closing for approximately three weeks to realign SR 99 into the new tunnel. During the closure, both the viaduct and the tunnel will be closed. Drivers should expect up to six weeks of region-wide congestion. 

To minimize transportation impacts, construction and curbspace vending will be restricted on critical streets from January 4 - February 15, 2019. Please see the Restrictions During Viaduct Closure map showing streets where right-of-way closures will not be permitted.

If work has been scheduled during the restriction period, we will contact you prior to the closure of the viaduct. Your permit may be revoked with at least 30 calendar days' notice, per SMC 15.04.070. Any revoked permits will be re-issued after the closure with no additional costs.

In Addition:

The City of Seattle is still experiencing a high volume of construction applications for both private and public projects. Traffic Control Plan (TCP) reviews have extended beyond typical timelines, which is directly impacting timelines for Right-of-Way (ROW) Management permits. This is a temporary impact, improving as more resources become available and processes are streamlined.

Right now, the below timelines can be expected. These timelines may vary based on the complexity of the project.

  • ROW Management permit intake and screening timeline: 4 business days
  • ROW Management permit timeline without TCP: 4 weeks
  • ROW Management permit timeline with TCP: 14 weeks
  • Traffic Control Plan (TCP) reviews: 11 weeks

The Street Use team reviews, issues, and inspects up to 35,000 permitted right-of-way uses each year, and continues to improve services with updates to regulations, fees, and hours. Fees and other charges depend on the type of permit. There are permit fees, plan review costs, and inspections costs. Permit fees are assessed based on the type of permit and the amount of right-of-way, if any, impacted by the permitted work. Plan review time and inspection time are charged on an hourly basis.

How to Pay Street Use Permit Fees

Please Note: In May 2018, we launched a new online portal for paying permit use fees and issuance fees. Since that time, we've received lots of feedback, which we have been working hard to implement. Beginning July 9, you will be able to search for permits not only by permit number, but by customer/company ID, customer/company name, and permit address. You will also be able to see the review and inspection status of permits. Please see our one-page informational document for more information.

Paying for invoiced fees

To pay for invoiced fees, please mail a check to the address listed on your invoice. Invoiced fees cannot be paid for over the phone, at the Street Use permit counter, or online.

Paying online or at the Street Use permit counter 

Only use fees and issuance fees may be paid online or at the Street Use permit counter.

Please note: public agencies or regulated utility companies under the Washington Utilities and Transportation Commission (WUTC) will be sent all charges under an invoice(s), and are not eligible to pay online or at the counter. Anyone who is not a public agency or regulated utility under the WUTC may pay their permit use or issuance fee online. 

Once your permit application is approved, you will be notified that payment is due, and you can then pay for any non-invoiced fees using our online Pay Permit Fees application or at the Street Use permit counter.

For construction use, storage container and residential dumpster, and urban forestry permits, please mail associated site plans, traffic control plans, and other documents to SDOTPermits@seattle.gov. Any supplemental materials for utility permits must be sent to SDOTUtilPermits@seattle.gov. For all permit types, please reference your permit number on all attached documents/plans, and in the subject line of your email.

Restricted Parking Zones (RPZ)

RPZ Decals and Guest Permits

RPZ permits are good for a 2-year cycle.

  • An RPZ decal, which cannot be transferred to other vehicles, is $65 per vehicle.
  • Guest permits, which can be transferred from vehicle to vehicle, is $30 per vehicle.

The Transportation Operations Traffic Permits Counter accepts cash, checks, VISA and Mastercard. If applying by mail, only checks and money orders are accepted.

RPZ Discounts

There is a $10, discounted RPZ permit for households that indicate a financial burden.

RPZ Subsidized Rates

Some zones are partially, or fully subsidized, by nearby major institutions to address the impacts of parking by their employees and students. For specific fees by zone and area, please see below.

* The Guest Permit price listed is the price of a guest permit when purchased in combination with a decal for your vehicle. When purchasing a Guest Permit ONLY, the price is the same as the price listed in “1st Vehicle Decal” column.

Temporary RPZ Permits

60-Day Temporary Permits

Temporary permits cost $25.00 for each 60-day period. We will only issue two consecutive 60-day permits. Temporary permits are not vehicle specific and may be used by both residents and visitors.

Single-Day Temporary Permits

Single-Day Permits: Single-day use guest permits are available, up to five per day, up to a total of 50 per year per address, at $1 each. (Not available in Zones A and B).

Shuttle Bus Loading Permits

Shuttle bus loading permits are $300 each, per calendar year; $150 if issued after July 1. One permit is required for each vehicle intended to be used as a shuttle, with the permit decal permanently affixed to the vehicle’s windshield.
