Fees and Costs

Please Note:

SDOT is discontinuing street restoration services for side sewer contractors, effective February 1, 2018.

The workload for SDOT Maintenance Operations crews has grown significantly, as SDOT is tasked with delivering more lane miles of paving, square feet of sidewalk, and curb ramps than ever before. Because SDOT can no longer provide adequate service and timely delivery of restorations, they will no longer accept requests for work through the SDCI permitting process.

If you have special circumstances, SDOT will consider requests for restoration.  Contact Ross Aitken in advance of the work to confirm that SDOT can meet your schedule and confirm full payment of invoices before starting work. Ross Aitken can be reached at 206-233-7031 or Ross.Aitken@Seattle.gov. If you have any further questions, please contact Julius Rwamashongye at Julius.Rwamashongye@seattle.gov.

In Addition:

Due to a high volume of permit applications and significant staff transitions, we are currently experiencing longer permit counter wait times and permit application review timelines. Please plan your trip to the permit counter and project timelines accordingly.

Permit Counter Wait Times (may vary with number of visitors)
           Construction use: 40-60 minutes
           Minor utility: 20-40 minutes

Permit Review Timelines (may vary with permit complexity)
Arterial streets / construction hubs: 8-10 weeks
           Non-arterial streets:  6-8 weeks
           Modification requests: 4-6 weeks

(Note: Individual status inquiries may not be responded to if the permit review time has not exceeded the timelines listed above.)

The Street Use team reviews, issues, and inspects up to 35,000 permitted right-of-way uses each year, and continues to improve services with updates to regulations, fees, and hours. Fees and other charges depend on the type of permit. There are permit fees, plan review costs, and inspections costs. Permit fees are assessed based on the type of permit and the amount of right-of-way, if any, impacted by the permitted work. Plan review time and inspection time are charged on an hourly basis.

How to Pay Street Use Permit Fees

Paying for invoiced fees

To pay for invoiced fees, please mail a check to the address listed on your invoice. Invoiced fees cannot be paid for over the phone, at the permit counter, or online.

Paying online or at the Street Use permit counter

Only use fees and issuance fees for construction use and minor utility permits may be paid online or at the Street Use permit counter. Public agencies or regulated utility companies under the Washington Utilities and Transportation Commission (WUTC) will be sent all charges under one invoice, and are not eligible to pay online or at the counter. Anyone who is not a public agency or regulated utility under the WUTC may pay for their construction use or minor utility permit use or issuance fee online. Review fees and inspection fees are always invoiced, no matter who the applicant is, and we no longer collect deposits for these items.
Once your permit application is approved, you will be notified that payment is due, and you can then pay for any non-invoiced fees using the Online Webform or at the Street Use permit counter.

For construction use, storage container and residential dumpster, and urban forestry permits, please mail associated site plans, traffic control plans, and other documents to SDOTPermits@seattle.gov. Any supplemental materials for utility permits must be sent to SDOTUtilPermits@seattle.gov. For all permit types, please reference your permit number on all attached documents/plans, and in the subject line of your email.

To pay fees for a permit, sign in to your account and follow the prompts to enter your Visa® or MasterCard® information.

If you have received an email that your fees are ready to be paid, and you do not see "Pay Fees" (to the left of "Check Status") after signing in, try the following: re-login; be sure you are not using a Mac; or call 206-684-5253 or email SDOTPermits@seattle.gov with your permit number and OLP user id.

Paying fees at the counter

You may also pay fees for your permit by visiting us at the Street Use permit counter.

Please note, the Street Use permit counter can only accept cash; Visa® or MasterCard®; or a check made out to SDOT or Seattle Department of Transportation.
