Strategic Business Plan

SPU's Strategic Business Plan helps us focus our work to better meet the needs of our customers and communities. It also provides our customers with a predictable three-year rate path and projections for the subsequent three years.
The Seattle City Council passed SPU’s Strategic Business Plan on September 3. Read this blog post for Strategic Business Plan details.
On August 13, 2025, the City Council’s Parks, Public Utilities, and Technology Committee discussed solid waste rate adjustments.
The rate adjustments would fund operating expenses, completion of planned capital projects, and help account for uncertainty. They are consistent with the average rate path as approved by the City Council through the SPU Strategic Business Plan in 2024.
SPU has assistance programs that are open to all income-qualified customers.
