About the Strategic Business Plan

SPU's Strategic Business Plan helps us focus our work to better meet the needs of our customers and communities. It also provides our customers with a predictable three-year rate path and projections for the subsequent three years. We update the plan and adopted rate path on a three-year cycle to allow for future uncertainties and adjustments.

The 2021-2026 plan builds on our strengths, focuses our work, and guides essential service delivery and comprehensive business strategy for SPU's drinking water, drainage and wastewater, and solid waste responsibilities. It reflects and responds to values consistently expressed by customers and community: affordability, sustainability, and equity.

Our bold vision reflects SPU's goals for the next 50 years of service, infrastructure investment, and management of water and waste. We will lead with equity and work in partnership with communities and employees to create a just and sustainable future.

We understand that the actions we take today have the power to transform our employees, community, environment, and economy for generations to come.

Community-Centered means the Utility will put people at the heart of what we do in shaping policies and services. 

One Water means we value water in all its forms by protecting, restoring, and conserving precious water supplies and uses. 

Zero Waste means we strive for a waste-free society by creating new practices and policies to reduce or reuse waste and build an economy where the continual use of resources is supported.

Delivering Equitable Essential Services
Providing safe tap water, reducing waste and litter, managing wastewater and stormwater, and responding to customers.

Stewarding Environment and Health
Protecting water sources, increasing integrated and equitable investments in water management and systems, and reducing Seattle's waste and carbon pollution by helping transform our economy.

Empowering Our Customers, Community, and Employees
Improving access to utility services, partnering with community organizations to increase livability and local opportunity, and cultivating and promoting a more diverse and dynamic workforce.

Strengthening Our Utility's Business Practices
Enhancing rate payer affordability while being adaptive and innovative in delivering services and managing assets and risk.

The Plan is updated every three years and informed by input from customers, employees, elected officials and an independent Customer Review Panel

Seattle Public Utilities (SPU) is comprised of three major direct-service providing utilities: the Water Utility, the Drainage and Wastewater Utility, and the Solid Waste Utility.
