Premises Isolation for Severe and High Health Hazard Facilities

Regulatory Language (Washington Administrative Code 246-290-490)

  • “The purveyor shall ensure that an approved air gap, RPBA, or RPDA is installed for premises isolation for service connections to premises posing a high health cross-connection hazard including, but not limited to, those premises listed in Table 13 of this section, except those premises identified as severe in (b)(ii) of this subsection.
    • For service connections to premises posing a severe health cross-connection hazard including wastewater treatment plants, radioactive material processing plants, and nuclear reactors, the purveyor shall ensure that either an:
      • Approved air gap is installed for premises isolation; or
      • Approved RPBA or RPDA is installed for premises isolation in combination with an in-plant approved air gap.
    • If the purveyor's CCS determines that no hazard exists for a connection serving premises of the type listed in Table 13 of this section, the purveyor may grant an exception to the premises isolation requirements of (b)(i) of this subsection.”

  • Psychiatric Outpatient Offices and Clinics
  • Chiropractors
  • Hospice Care Centers
  • Childbirth Centers

  • Agricultural (Farms & Dairies)
  • Beverage Bottling Plants (including Breweries)
  • Car Washes
  • Chemical Plants
  • Commercial Laundries and Dry Cleaners
  • Both Reclaimed and Potable Water Available
  • Film Processing Facilities
  • Dedicated Fire Protection Systems with Chemical Addition or Using Unapproved Auxiliary Supplies
  • Food Processing Plants (including canneries, slaughterhouses, rendering plants)
  • Dedicated Irrigation Systems Using Purveyor’s Water Supply and Chemical Addition
  • Laboratories
  • Metal Plating Facilities
  • Petroleum Processing and Storage Plants
  • Piers and Docks
  • Survey Access Denied or restricted
  • Wastewater Lift/Pump Stations (non-residential only)
  • Unapproved Auxiliary Water Supply Interconnected with Potable Water Supply

PREMISES ISOLATION BY WATER SERVICE TYPE:

  • Domestic Water Services

    • Severe & High Health Hazard Facilities 
      • RPBA installed above ground and just inside property line
        • Enclosure must be able to drain a fully open RPBA and be freeze protected 
    • Tall Buildings (>30’ or 3 Stories)
      • DCVA installed before water piping is routed to upper floors
  • Dedicated Fire Services 

    •  No Chemical Addition
      • DCVA in a vault and just inside property line
    • With Chemical Addition
      • RPBA installed above ground and just inside property line
        • Enclosure must be able to drain a fully open RPBA and be freeze protected 
  • Combo (Domestic & Fire) Water Services

    • Severe & High Health Hazard Facilities
      • RPBA installed above ground and just inside property line
        • Enclosure must be able to drain a fully open RPBA and be freeze protected 
    • Tall Buildings
      • (Domestic) Required backflow assembly type installed before water piping is routed to upper floors
    • (Fire) Required backflow assembly type installed immediately after the Fire protection system tees off from the Domestic
  • Alternate Location Requests

    • SPU will consider approving alternate locations where customers demonstrate that the above are not possible (Ex. Zero lot line)
