Street Restoration

When streets and sidewalks are removed or damaged during water service installation or when shutting off existing water service, the water service customer is responsible for the restoration (pdf).

The full cost of street right-of-way restoration may include:

  • Paving
  • Curb and gutter
  • Sidewalks
  • Wheelchair ramps

Specific restoration requirements are determined by Right-or-Way Opening and Restoration Rule (ROWORR), Director’s Rule 01 2017 (pdf).

You must have this work done by a registered side sewer or paving contractor.

You must include the following when you submit your water service application (pdf):

  • An issued 51M SDOT permit.
  • A 60% complete Street Improvement Permit plan approved by SDOT. This must show the complete restoration of all water-related work on the paving plans.
    • If outside of Seattle, contact your local jurisdiction to get a right-of-way permit.

We won’t send you a water service invoice if we don’t receive the above materials from you.
