Driver Resolution Center
The City of Seattle passed two laws in November 2019 that provided labor standards protections for drivers for Transportation Network Companies such as Uber and Lyft. These minimum protections included a right to minimum pay for their work time and protections against being blocked from accessing the online platform where they could get work (also known as “deactivation” from the platform). Both laws were preempted by State law as of January 1, 2023.
To support TNC drivers in accessing their rights during the time the laws were effective, the Office of Labor Standards contracted with a community organization to deliver first-in-the-nation Driver Resolution Center services to drivers. These services included:
- Consultation and support services to drivers facing deactivation;
- Direct legal representation to drivers in deactivation arbitration proceedings;
- Outreach, education, and support to drivers about their rights; and
- Culturally and language-specific services to drivers in the primary languages that drivers speak.
Through competitive selection, the Office of Labor Standards provided $5,025,000 in funding to the Drivers Union for an 18-month contract between July 1, 2021, and December 31, 2022.
