Summary of Substantial Amendment to the City of Seattle's 2013 Annual Action Plan to the 2009-2012 Consolidated Plan For Housing And Community Development
The City of Seattle is proposing to revision of the 2013 Annual Action Plan to the 2009 - 2012 Consolidated Plan for Housing and Community Development. The Consolidated Plan affects how the City uses four federal funds sources to assist low- and moderate-income persons: 1) the Community Development Block Grant (CDBG), 2) Housing Opportunities for Persons with AIDS (HOPWA), 3) Home Investment Partnership (HOME), and 4) Emergency Solutions Grant (ESG).
The substantial amendment moves HOME funds from homeowner activities to affordable rental housing preservation and development activities and programs under-spend to affordable rental housing preservation and development activities. The reason for this move, fundamentally, is the high cost of ownership housing in Seattle and the expenditure limits imposed by HOME regulations on ownership housing projects. A total of $715,863 is proposed to move from homeownership activities to affordable rental housing activities.
The Public is invited to attend a public hearing and meeting held to be held on Wednesday, May 17, 9:30am, at a meeting of the Affordable Housing, Neighborhoods and Finance Committee of the Seattle City Council. Public comment will be taken at that time on these proposed changes. The meeting will be held in the City of Seattle Council Chambers, located in the Seattle City Hall, 600 Fourth Avenue. The Council's Chambers are on the 2nd floor.
