Summary of Substantial Amendments to the Annual Action Plans to the 2018-2022 Consolidated Plan for Housing and Community Development
The 2018-2022 Consolidated Plan for Housing and Community Development includes proposed guidance for the allocation of an estimated $21 million of federal grant and program revenue funds beginning on January 1, 2018. The Consolidated Plan responds to HUD requirements for the City of Seattle to access these funds. The Plan outlines strategies to address the housing, homeless, community and economic needs of the City's low and moderate-income residents and neighborhoods over the next five years.
Since that time, HUD has released a substantial amount of additional funding to plan, prevent and respond to issues directly resulting from the coronavirus pandemic during 2019 and 2020 and continuing currently. Funding has been made available to the City of Seattle through the CARES Act (Public Law 116-136) and through additional entitlement grants to cities and counties. The City proposes to amend the 2019 Annual Action Plan and the 2020 Annual Action Plan to reflect changes in allocations and programs because of Mayor and Council actions to allocate the additional funds and reconcile budget changes during the course of 2020 that impact program implementation.

The Public is invited to attend a public hearing and meeting to be held on Tuesday April 20, 2021 at 9:30 am, at a meeting of the Finance and Housing Committee of the Seattle City Council. Public comment will be taken at that time on the Substantial Amendments.
