The Seattle Human Services Department (HSD) is one of the largest contributors to Seattle's safety net. HSD invests hundreds of millions of dollars in funding to more than 200 community-based organizations and programs that support Seattle’s neighbors and communities each year.

The department works closely with our major community partners, including other public and nonprofit funders and grantees, to understand current and emerging human service needs and create and invest in a comprehensive and integrated regional human services system.

HSD is working to ensure that the City's limited resources are being directed to our most vulnerable residents and to programs that can best leverage the investments for maximum impact on achieving results and reducing disparities.

2023 Culturally Nourishing Foods for Older Adults RFP

HSD's Aging and Disability Services (ADS) Division is seeking applications from a diverse group of agencies interested in helping older adults maintain their quality of life through access to quality and nourishing foods that support healthy aging.

The Culturally Nourishing Foods for Older Adults RFP invests in food and meals, food access, and social engagement through the following strategies:

  • Food and meals – culturally nourishing groceries or meals that cannot be funded through other sources
  • Food access – transportation to culturally nourishing food activities
  • Social engagement – activities that promote older people connecting to each other and that center on culturally nourishing food (e.g., nutrition education, cooking classes, farm field trips, cultural celebrations, etc.)

Organizations may apply for one or more strategies. Each applicant is limited to one (1) proposal. For collaborative programs, only the applicant identified as the lead should apply. If you are also listed as a partner in another applicant’s proposal, the services provided and budget requested should be clearly defined and not duplicative. All funded organizations may be required to participate in an evaluation process to determine the efficacy of the program.

HSD intends to fund a maximum number of proposals resulting in no more than 10 new contracts. Funding is also subject to changes in Sweetened Beverage Tax (SBT) revenue.

2023 Multicultural Registered Dietitian Nutritionist (RDN) Services RFP

HSD's ADS Division is also seeking applications from a diverse group of applicants interested in helping older adults maintain their quality of life and age in place.

Multicultural Registered Dietitian Nutritionist (RDN) Services provide technical assistance and support to congregate meal sites with cultural and linguistic barriers to mainstream nutrition services and standards.

HSD intends to fund one (1) proposal that demonstrates the ability to work with diverse communities in delivering Multicultural RDN services.

2023 Home-Delivered Meals RFQ

HSD's ADS Division is also seeking applications from a diverse group of agencies interested in helping older adults maintain their quality of life and age in place.

The Home-Delivered Meals Program provides meals to older adults who are unable to leave their home unassisted, unable to prepare meals for themselves, and do not have a social support system to help them.

HSD intends to fund a maximum of three (3) proposals for home-delivered meals.

2023 Congregate Meals for Older Adults RFQ

HSD's ADS Division is also seeking applications from a diverse group of agencies interested in helping older adults maintain their quality of life and age in place by addressing their nutritional needs.

This RFQ invests in agencies that offer a place where older adults receive a culturally relevant, nutritionally balanced meal and have the opportunity to socialize with their peers.

HSD intends to fund a maximum of 15 Congregate Meals for Older Adults proposals.

2023 Food Systems RFQ

HSD's Youth and Family Empowerment (YFE) Division is seeking applications to provide the Seattle Food Committee (SFC) and Meals Partnership Coalition (MPC) networks with the following services:

  1. Nutritious food sourcing (formerly Bulk Buy);
  2. Transportation of procured food; and
  3. Network administrative support.

Applicants may apply for more than one service area and can partner with either the SFC, MPC or both, in implementation. HSD will fund a maximum of two agencies per service area – one per network. For example, one agency may be contracted for nutritious food sourcing for the SFC and another agency for the MPC. Alternately, one agency may be contracted to provide nutritious food sourcing to both networks. This may also be the case with transportation and administrative support.

2023 Seattle Farm to Preschool Program Coordination and Food Procurement RFQ

HSD's YFE Division is also seeking applications from agencies interested in program coordination and food procurement for the Seattle Farm to Preschool Program (formerly known as Seattle Farm to Table).

This RFQ will increase food access for low-income and BIPOC children and families who are part of the Seattle Preschool Program through two (2) program components:

  1. Component One: Program Coordination – The selected agency will provide leadership and coordination to partner agencies that are part of the Seattle Farm to Preschool Program including but not limited to nutrition education providers, family food bag providers, and participating preschool programs to build relationships, increase communication, coordinate program logistics, support data collection, and strategically plan.
  2. Component Two: Food Procurement and Program Stipend Management – The selected agency will assist participating preschool programs in procuring local, culturally relevant food from regional farmers with a focus on BIPOC, immigrant and refugee, women, LGBTQ, and tribal-owned farms. The selected agency will also manage preschool program stipends to purchase local, culturally relevant food from regional farmers in approximately 50 preschool programs across the City of Seattle serving an estimated 1,500 children ages 3-5 years old.

Applicants may apply for one or both program components. Funded agencies in both program components will be required to participate in a community-based program evaluation designed by program participants and facilitated by a community-based evaluator.

Child Care Facilities Financing (continuous)

Financing for the development or expansion of child care facilities available to child care providers, building owners, and building developers. For more information, email childcarefacilities@seattle.gov or call (206) 684-0377.

Child Care Nutrition Program (continuous)

The Child Care Nutrition Program helps home-based child care providers and Friends Family & Neighbors care providers plan for and provide nourishing meals that meet the USDA's CACFP requirements. The program contributes to the cost of food and links home providers with a nutrition specialist to assist with menu planning and special dietary needs of children in their child care. Eligible providers must be located in King County and have a current child care license from the Washington State Department of Children, Youth and Families or be an approved Friends, Family & Neighbors provider.
