For

Comprehensive and Integrated
Security Systems Analysis and Recommendations




The City of Seattle, Seattle City Light Department, seeks to engage a consultant to provide consulting services to provide a comprehensive and integrated security systems analysis and recommendation.

Seattle City Light is seeking qualified firms to: Prepare an integrated and comprehensive security systems analysis and recommendations to improve Seattle City Light’s existing security systems. The analysis and recommendations will identify security systems related issues and existing shortcomings, and specify detailed enhancements. Schematic designs, cost estimates, and resource requirements are to be prepared for intrusion detection systems, access control systems, closed circuit television (CCTV), and a 24x7x365 security monitoring center that provides real-time monitoring.

The consultant will identify gaps, apply best business and industry practices, and provide practical, specific system recommendations that can be installed and operated efficiently and effectively. The result will be a comprehensive analysis of existing systems and recommendations for an integrated SCL security system that includes an implementation plan and order of magnitude cost estimates.

The term of the contract shall extend from the date of execution by the Superintendent of Seattle City Light, or designee, through May 31, 2005. City Light has identified a budget for this project in an amount of up to $200,000 (including travel and all other expenses).

Seattle City Light, may at its option, amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.
Qualifications at a minimum shall be: Minimum Qualifications: Five years experience with analysis and implementation of complex security systems and emergency management practices and procedures. Desired Qualifications: Experience with electric utility security systems.
