Title VI Regulations

It is the City of Seattle’s policy to assure that no person shall, on the grounds of race, color, or national origin including limited English proficiency, as provided by the Title VI of the Civil Rights Act of 1964, be excluded from participation in, be denied the benefits of, or be otherwise discriminated against under any of its programs and activities. The City of Seattle further assures that every effort will be made to ensure nondiscrimination in all of its programs and activities, whether those programs and activities are federally funded or not. 

OPCD and the City of Seattle follow regulations about Title VI from the Federal Transit Association (FTA) and Federal Highway Administration (FHWA). More information about the City of Seattle's Title VI program and Antidiscrimination Policy can be found through the Seattle Office of Civil Rights. The City’s Office of Immigrant and Refugee Affairs supports City departments with a Language Access Program to ensure that all residents, regardless of their proficiency in English, have meaningful access to City programs, services, and activities.

Learn How to File a Complaint

If you believe the City has discriminated against you, contact the Seattle Office of Civil Rights. Complaints must be received within 180 days of the alleged incident. Title VI complaint forms can also be accessed by phone at  (206) 684-4500, on the Office of Civil Rights website, and through the following forms.
