Investing in Community-Owned Responses to Domestic Violence

This RFP is part of the Seattle Office for Civil Rights' (SOCR) collectve network investment strategy, which aims to build a collective network of community services and supports as an alternative to criminal legal system interventions like policing and incarceration. Domestic violence is a civil rights and equity issue because how it is addressed can impact housing, employment, and equal treatment under the law. What We Fund

Through this RFP, SOCR will increase community-owned approaches to safety, healing, and self-determination for survivors while providing those engaging in abusive behavior with supportive resources for transformation and change. Strategies within this RFP are informed by recommendations from survivoirs, policy experts, and advocates. Funding will expand existing services and new pilot programs that include, but are not limited to: 

  • Bystander intervention trainings that empower individuals with skills to support friends and loved ones experiencing domestic violence
  • Domestic violence response programs that center healing, trust, and accountability for survivors and their loved ones
  • Services that uphold dignity and the potential for transformation for those engaging in abusive behaviors, recognizing that many who enact domestic violence are also survivors of violence themselves 

Up to $570,000 from the City's general fund is available through this RFP. The funding period will span from April 2026 through December 31, 2027, and SOCR intends to award at least two applicants. Multi-year continuation is subject to funding availability determined by City Council. 


Who Should Apply 

We welcome proposals from community-based organizations, coalitions, and grassroots organizations who meet eligibility requirements listed in the RFP Overview. Collaboration and joint applications between coalitions and organizations are encouraged.  

How We Evaluate Applications

Eligible applications will be reviewed by a rating panel of subject matter experts and people with lived experience with domestic violence. Proposals will be rated against the priority applicant guidelines and rating criteria outlined in the RFP overview and application documents. The review process will prioritize proposals that describe how applicants will meet all rating criteria. 

Timeline

SOCR reserves the right to change any dates in the 2025 Collective Network RFP timeline. SOCR will not provide individual notice of changes, and applicants are responsible for regularly checking this page for technical assistance information as well as any updates, clarifications, or amendments.

Complete application packets are due by 11:59 p.m. PT on October 30, 2025 by email to John Page, the RFP Project Manager, at john.page@seattle.gov. Any applications that are incomplete or submitted after the deadline will not be considered.
