Dual Membership/Portability

If you have earned service credit in one of Washington State's public retirement systems, or the cities of Spokane or Tacoma, you may be able to combine your SCERS service credit with credit you earned in other system(s).

You are a dual member if you belong to more than one eligible retirement system.  Dual member systems and plans include:

  • Public Employees' Retirement System (PERS) Plan 1, 2, and 3
  • Teachers' Retirement System (TRS) Plan 1, 2, and 3
  • School Employees' Retirement System (SERS) Plan 2 and 3
  • Public Safety Employees' Retirement System (PSERS) Plan 2
  • Law Enforcement Officers' and Fire Fighters' Retirement System (LEOFF) Plan 2
  • Washington State Patrol Retirement System (WSPRS) Plan 1 and 2
  • City of Seattle
  • City of Spokane
  • City of Tacoma

Dual membership may affect your:

  • Eligibility to Retire
  • Benefit Calculation
  • Vesting

Under dual membership, you receive a separate defined benefit from each of your systems.  The benefit you receive from each system will be based on the service credit you have accumulated in that system.

The City of Seattle Employees' Retirement Office has two major functions: administration of retirement benefits and management of the assets of the Retirement Fund. Employee and employer contributions as well as investment earnings provide funding for the System.
