CPC's work on crowd management

In October, Mayor Harrell submitted a new ordinance to the City Council aimed at addressing a gap in crowd management policies necessary to end the federal consent decree. Since then, the CPC Police Practices Workgroup has convened several meetings to review and discuss the proposed ordinance in the context of Seattle's history with crowd management. This includes reviewing two previous crowd management proposals, SPD’s interim crowd management policy, and CPC’s prior recommendations. It is important to note that the previous crowd management ordinance proposals were never enacted. There is no current ban on less-lethal weapons that will be lifted if this ordinance is passed. 

City Council asked the CPC to provide feedback on the ordinance and SPD crowd management policies prior to City Council’s Public Safety Committee hearing on January 14, 2025. See CPC's letter to Councilmembers regarding the crowd management ordinance on the right side of this page.
