Community Engagement

OPA's Community Engagement Team helps OPA build relationships with community members through dialogue and information sharing. Our three Community Engagement Specialists also work to increase public awareness of OPA and Seattle's police accountability system.

To understand community perceptions of OPA, the Community Engagement Team distributed an informal survey locally in early 2019. The information gathered was compiled into a Public Awareness Assessment Report, which helped the team create an Outreach and Engagement Plan. These documents were further condensed into an Assessment and Plan Summary.

Current Outreach and Engagement Strategies

  1. Raise awareness and understanding of OPA through education and outreach, focusing on communities most impacted by policing.
  2. Build community relationships by listening, receiving feedback, and offering support.
  3. Improve communication with complainants throughout complaint processing.
  4. Provide support in developing and implementing an external communications strategy.

The Community Engagement Team makes presentations across the Seattle area that aim to inform the public about topics such as:

  • The structure and authority of OPA
  • How to file an OPA complaint
  • The OPA investigation process
  • The OPA mediation program

The Team meets with a wide variety of groups, including but not limited to: High schools and colleges, public libraries, advocacy organizations, community groups, non-governmental organizations, religious organizations, community board meetings, and SPD Precinct council meetings, and more.

2019 Highlights

In 2019, OPA increased community awareness and understanding of its services by conducting or participating in 91 educational and outreach activities- including 47 presentations and discussions about OPA, tabling at 4 local summer cultural festivals, and attending 40 community meetings and events.

Spotlight: Cleveland High School Youth Engagement

In February 2019, OPA and other accountability system partners, attended a day-long event at Cleveland High School to talk with over 200 freshman students about Seattle's police accountability system. Each system partner discussed in small groups the role they play, the services they provide and how they work together on the topic of police oversight.

Outreach Materials
