On August 7, 2025 the Commission recieved a Pre Petition briefing on 410 Harrision Partial Alley Vacation. The project will return to the full Commission for a Concept Review late this year.
Project Description
The applicant has developed a proposal to construct residential housing on two parcels within the Uptown Urban Center. One parcel is primarily located along Elliott Ave W, while the other is located along 4th Avenue West; the alley segment that divides the two parcels terminates on Harrison. The existing site contains biotech facilities and an unimproved dead-end alley that creates safety hazards due to its proximity to the busy Elliott Ave W and W Harrison Street intersection. The alley is marked by a 30-foot grade change; the northern segment that terminates at Republican will not be vacated.
This alley configuration creates both development and safety challenges. Vacating the alley segment that divides the two parcels allows efficient building design and eliminates the current vehicular access that presents safety concerns for both pedestrians and vehicles. The proposal includes substantial streetscape improvements, enhanced pedestrian connectivity, consolidated utility services, and building setbacks designed to create a welcoming transition between Elliott Ave W and the pedestrian-oriented Uptown neighborhood.
