Captain Teeter currently commands the Seattle Police West Precinct, responsible for providing front line police services to a weekday resident, workforce, and visitor population of about 300,000.
Captain Teeter has a deep respect for those who make the sacrifice to serve our communities as law enforcement officers, and understands that community trust, support, and partnerships are critical to making significant impact in the public safety challenges we face. Building and maintaining that trust requires that he and his officers adhere to a high standard of conduct and professionalism.
Captain Teeter grew up in the Seattle area, graduated from the University of Washington, and moved to California to pursue an engineering career. He earned a Master's Degree in engineering from USC, and worked as an engineer for six years prior to returning to Seattle to enter law enforcement. He chose to make this change in order to move into a profession where he could serve people, making a real difference in his community. He is a graduate of PERF's Senior Management Institute for Policing, as well as IACP's Leadership in Police Organizations.
Captain Teeter has served with the Seattle Police Department since 1992. Before commanding the West Precinct, he led the department's efforts to reform investigation of high level use of force as commander of the Force Investigation Team (FIT). His team's efforts ensured investigations were thorough, unbiased, and transparent, and that accountability was maintained when officers used deadly force.
In the Force Investigation Team and West Precinct, Captain Teeter has worked closely with community and business leaders to build trust, develop partnerships, and improve relationships.
Captain Teeter has participated in national discussions about emerging standards for training, policy, and investigation of Police Use of Force. He also served on occasion as Chair of the Force Review Board, responsible for the review of all departmental uses of force. Prior to FIT, he worked in human resources where he led the department's hiring, background investigation, and recruiting efforts, and where he served a year as the Human Resources Director. Earlier in his career, he had assignments in Internal Investigations, Patrol, and Traffic/DUI Enforcement.
