The final concept -- now referred to as the "preferred plan" was approved by meeting participants at the third community meeting on May 28, 2008.
The essence of the preferred plan is the creation of an open canvas for community use. The main project component is a large, level turf area in the middle of the site that is bordered by a collective garden to the north and a crushed rock plaza and allee (a pathway lined with trees) to the south. Other elements include:
- Garden Walk – A crushed rock path located at the north end of the site, between the lawn and garden, also serves as an ideal location for picnic tables, barbecue grills, and benches. A trellis is proposed to shelter the picnic tables from the sun.
- Steps – Large steps on the east and southwest edges of the park effectively deal with grade while providing informal seating and easy access into and out of the park.
- Plaza and Benches – A plaza, benches, and an allee of trees form the south edge of the park. Crushed rock is proposed for the plaza surfacing.
- Art Element - A grouping of seven boulders, for creative play and seating, is intended to highlight Capitol Hill’s role as one of the "Seven Hills of Seattle." The feature plays on the fact that the site is near the highest elevation in the City.
- Pedestrian Lighting – Security lighting will be included in the project though at this writing the specifics are undetermined.
The current budget is not sufficient to construct the entire preferred
plan and a fund raising group has formed to raise additional funds.
Currently, the following items are NOT included in the project:
- benches and bike racks
- picnic tables and barbecue grills
- trellis
- boulder installation (art element)
- aesthetic treatment for concrete paving

PROJECT DESCRIPTION
The goal of this project is to develop a community park at the northeast corner of E. Howell Street and 16th Avenue E.
Parks purchased the .21 acre property in 2007. The current use, that of a parking lot, will continue until shortly before construction starts in Fall 2009.
Parks held a public Open House at the Cal Anderson Shelter House in November 2007. Mithun was hired as the Landscape Architect in charge of design and construction. Mithun later presented three design concepts at a community meeting on March 26, 2008. Mithun presented a revised concept to the Design Commission on May 15. The concept was developed in response to comments offered at the March 26 community meeting.
A third community meeting was held in late May 2008. A final concept, revised in response to comments from the Design Commission, was presented at that meeting. The concept, with refinements, was again presented to the Design Commission on July 17 .
