Morgan Junction Park Addition

Summer 2025
Work on removing the hazardous soil from the new parcel, formerly used as a dry cleaner, began in 2024. This work included the demolition of the existing concrete and asphalt, installation of temporary shoring, and excavation to remove the lens of dry-cleaning solvents. Clean fill is being imported, to be followed by topsoil, temporary irrigation, and grass. The team is currently addressing some new permitting issues.
The remediation work has been more extensive than anticipated, which will impact the subsequent phase(s) of the project. We hope to open the remediated grass area of the park addition to the public in the late fall of this year (Phase I). In the meantime, we are working to value-engineer the expansion design and enable a scaled-down Phase 2 of the park development to proceed, with the hope of securing funding to implement a future Phase 3 for the remaining improvements.
Additionally, Seattle Parks and Recreation (SPR) is working with community partner Morgan Junction All Wheels Association (MJAWA) to integrate an all-wheels skate-dot into the project during a future phase. MJAWA, alongside Grindline Skateparks, has gathered community input on potential designs. SPR and MJAWA will work towards integrating skate features into the larger project for permitting and construction, dependent on funding availability.

Project Description
In 2014, Seattle Parks and Recreation purchased the .47-acre property at 6311 California Ave SW, north of Morgan Junction Park, to expand the park and provide additional open space for this high-density neighborhood. The design will incorporate accessibility in compliance with the Americans with Disabilities Act (ADA) and additional park elements will be incorporated after gathering public input. A transfer of jurisdiction ordinance is necessary to expand and connect the new site to the existing park, anticipated to be completed in late fall 2025.
This project was put on hold during the pandemic when the City of Seattle turned its focus to essential functions to address the immediate social and economic crisis. In Sept. 2022, the Seattle City Council, acting in their role as Seattle Park District Board, passed a new six-year funding plan for the 2023-2028 Park District cycle, which included funding for this project.
The additional parcel and current Eddy Street ROWwill not be accessible during construction.

Seattle Parks and Recreation (SPR) has determined that the project has no probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after a review of a completed environmental checklist and other information on file with SPR. This information is available to the public on request. The Determination of Non-Significance was issued on February 22, 2021.
