The 2009-2012 Consolidated Plan describes Seattle’s housing and community development needs, particularly those of low-income residents, and outlines strategies to address those needs over the next four years. Certain elements of the plan, including the housing policies and annual allocation plans are updated annually. The federal Fair Housing Act prohibits discrimination in the sale or rental of housing, the financing of housing or the provision of brokerage services against any person on the basis of race, color, religion, sex, national origin, handicap or familial status. Furthermore, the Act requires that each grantee of CDBG funds certify to the secretary of Housing & Urban Development (HUD) that it is affirmatively furthering fair housing.
