All Office of Housing programs use the Seattle Housing Authority (SHA) utility allowances when determining maximum rent levels (see income rent limits.)

The utility allowances are shown at Seattle Housing Authority's website. Scroll down to find the Housing Choice Voucher Program utility allowance links to find both allowances by unit type and by number of bedrooms. Because tenants are expected to pay 30 percent of their income for rent and utilities, the current "utility allowance" is used to determine typical utility costs for each tenant.
