Primary Duties:
Manage the Office of Housing Multifamily Lending Unit.
Responsible for policy, program development and implementation of the rental production and preservation program.
Administer permanent funding and bridge loans in excess of $20 million annually.
Advise Department Director and other senior officials on housing finance issues and best practices for developing homeless and workforce housing.
Coordinate funding policy and finance issues with other local jurisdictions, state and federal funders.
Leverage and maximize resources; collaborate with other funders to align capital, services and operating funding; and secure new resources for homeless and other housing projects.
Participate on loan committees and housing policy groups with philanthropic and other funders.
Work with and provide technical advice to broad group of nonprofit housing providers.
Serve as HOME program administrator for the City.
Serve on senior management team and work across program lines.
Supervise five professional staff.
Required Qualifications:
The equivalent of a baccalaureate degree in business administration, public policy, economics, urban planning, or related field and five years of high-level program administration experience in affordable housing finance and development.
Knowledge of housing construction and federal housing program regulations.
Ability to work effectively with diverse organizations and communities.
Excellent oral and written communication, collaboration, conflict resolution, and spreadsheet skills.
Ability to perform site inspections.
Washington state driver’s license and acceptable driving record or evidence of equivalent mobility.
Pass criminal background check.
Desired Qualifications:
Master’s degree in related field.
Three years of supervisory experience.
Real estate transaction experience on housing projects using a mix of financing such as the low-income housing tax credit, HOME, CDBG, tax-exempt bonds, and McKinney funding.
Knowledge of supportive housing models for families and individuals.
Experience in local housing policy.
Experience with database and presentation software.
Enthusiastic and demonstrated commitment to building strong and equitable communities.

Finance Manager
$80,000 to $101,500 DOE

The Office of Housing is currently seeking applications for the position of Finance Manager to direct central financial and information technology functions for the Office of Housing. This position is Civil Service exempt.
Primary Duties:
Provide strategic leadership and hands-on management to assist the OH Director in achieving the agency workplan.
Administer $43.8 million per year Office of Housing budget.
Direct the preparation and negotiation of the office’s biennial budget.
Establish guidelines, policies, and practices for budget development and program and funding strategies.
Monitor expenditures to ensure maximum use of available resources for programs.
Develop systems and structures in a rapidly changing field.
Develop solutions across unit lines.
Manage
four-person finance and budget unit and two-person IT unit.
Supervise finance staff in providing comprehensive on-going financial information and management services to OH, including administration of the OH capital and operating funds, maintenance of departmental accounts payables and receivables, general ledger and loan servicing functions, and reconciliation of OH fund status with financial management system balance sheets and income statements.
Supervise budget/finance staff in developing financial status reports to departmental management, City authorities, and grantors of funds.
Advise OH Director and Deputy Director on sound financial practices and present recommendations on operational matters.
Direct OH information technology functions including desktop support, programming, and database management.
Required Qualifications:
BA in finance, public administration, or related field.
Five years of progressively responsible experience in management and budget preparation.
Familiarity with complex financial management and reporting systems.
Knowledge of public sector accounting.
Strong leadership, supervisory, matrix management, and collaboration skills.
High integrity.
Excellent written and verbal communication skills.
Ability to work independently, manage multiple high priority projects, and consistently achieve targeted objectives.
The successful candidate will be required to pass a criminal background check.
Desired Qualifications:
Community Development Block Grant or other federal fund experience.
Operational analysis and organizational development skills.
Familiarity with City budget/financial systems.

Asset Management Specialist
$57,691 -$67,213 per year

Primary Duties:
Under the supervision of the Asset Management Supervisor:
Oversee City investment in multifamily rental projects. Monitor projects financed by the Office of Housing (OH) through programs such as the Seattle Housing Levy, HOME, federal Community Development Block Grant, Section 42/Tax Credits, Section 8 and other subsidy programs. Inspect and monitor projects for program compliance including affordability (rent and income) restrictions, reserve requirements and housing standards.
Assess overall performance of rental properties. Review capital needs assessments, schedule of replacements and status of
reserves. Evaluate financial and operational performance of properties. Prepare reports, including developing spreadsheets.
Provide feedback and technical assistance to property owners and managers.
Work with property owners to negotiate solutions and achieve goals for financially and/or physically troubled properties. Prepare reports, briefings and action plans that include assessments, strategies and recommendations. Coordinate activities with other funders.
Facilitate real estate transactions including refinancing, loan amendments, transfer of ownership, and loan subordinations.
Assist lending staff in review of new project proposals and feasibility studies.
Participate and lead teams on housing related issues and work plans. Promote conservation and sustainable building practices
and programs. Participate in work related committees, organizations and work groups.
Contract administration of Seattle Housing Levy Operating and Maintenance Subsidy Program. Required Qualifications
Required Qualifications:
BA/BS in business, real estate finance, architecture, accounting, or related field.
Two years of experience in real estate lending, property management, asset management, construction/project management, or housing related experience.
Comparable combinations of related education, training and experience providing equivalent background to perform the duties of the position will be considered.
