The Downtown Customer Service Center is located in the fourth floor lobby of the Seattle Municipal Tower. We do not process passport applications at the downtown/SMT location.

Available services

The Downtown Customer Service Center will accept payment for these items:

  • Electric bills (Seattle City Light).
  • Water, sewer and garbage bills (Seattle Public Utilities).
  • Pet licenses.
  • Business license renewals.
  • Business license taxes.
  • Parking tickets and moving violations (credit cards now accepted for Seattle Municipal Court payments).

    Types accepted
    • Parking citations (handheld or handwritten), if payment is received within 15 days of issue date.
    • Parking citations with delinquent notice, if payment is received on or before the notice due date.
    • Infraction citations, if payment is received within 15 days of issue date.
    • Infraction/parking citation payments where the amount owed can be verified by the court with a phone call.
    • Court time pay agreement, if payment is received on or before due date.
    • Pre-trial diversion payments.
    Types NOT accepted
    • Payments for restitution.
    • Payments on items that have been referred to a collection agency.
    • Payments for citations where the defendant is attempting to immediately renew a driver's license or auto license.
    • Citations and/or cases with future court dates.

Utility account representative experts provide customers one-on-one Seattle City Light (electricity) and Seattle Public Utilities (water, sewer and garbabe) account maintenance service. Look for the Seattle City Light and Seattle Public Utilities service windows.
