Small Construction Projects Roster (SCPR) Apply on-line as a New User Log in as an Existing User

The City of Seattle utilizes a small works roster as authorized by RCW 39.04.155. For construction projects estimated to cost less than $200,000, the City may utilize SCPR to solicit bids from contractors. SCPR can streamline the bidding and contracting process for contractors and project managers. SCPR contractors are sent an invitation to bid via e-mail. Unlike larger construction projects, SCPR projects are not publicly advertised. To participate in SCPR, contractors must complete the roster application and have a valid Washington State Contractors License. Contractors select one or more of the twelve categories that describe their field of business. For each category selected, the contractor is required to describe three completed projects that demonstrate the contractor’s ability to perform work specific to that category. Project information includes the project owners name, project manager, and contact information. To complete the on-line application or edit an existing application, click here. Responsive, responsible applicants are placed on the roster in the order they are received.City departments planning construction work decide if SCPR is the best solicitation tool for their project. Project managers select the category and subcategory that best meets the needs of their project. Depending on the project, three, five or all businesses in the category are sent an invitation to bid via e-mail. Bid Bond: The City does not require contractors to provide a bid bond when submitting bids for SCPR projects. Bid bond requirements continue to apply to non-roster contracts. Contract Bond: The City requires a contract bond for the full contract price unless otherwise specified in the project manual. Prevailing Wages: The City requires that the prevailing wage rate be paid to all employees working on public works projects. Standard Specifications: The City encourages all contractors to access the current edition of the City’s Standard Plans & Specifications. Division One of the specifications contain the standards for administering construction contracts.
