Federal Contract Requirements

Disadvantaged Business Enterprise Program (DBE)

The City of Seattle administers guidelines and procedures for applicable federal-aid contracts to ensure that certified DBEs have an equitable opportunity to compete for contracts and subcontracts. DBE requirements are incorporated into the general conditions and are monitored by the Purchasing and Contracting Services Division (PCSD). These provisions may include DBE goals, affirmative efforts to solicit DBE firms for subcontracting opportunities, outreach requirements, monitoring and reporting.

Federal Training

PCSD monitors training requirements on federally funded projects. Through this program, contractors assist in locating, qualifying and increasing the skills of minority and women employees and applicants for employment through training and promotion. The administering department establishes a training goal in accordance with federal requirements. The contractor is compensated for fulfilling the training goals for the project.

The training commitment is not intended and shall not be used to discriminate against any application for training, whether a minority group or not. However, upgrading minorities and women toward journeyman status is the primary objective. The contractor must make every effort to enroll minority trainees and women to the extent that such persons are available within a reasonable area of recruitment.
