In response to increasing federal attacks on immigrant and refugee communities, the Seattle Office of Immigrant and Refugee Affairs (OIRA) stands firm alongside the Seattle City Council’s 2025 “Welcoming City” resolution — affirming our commitment to care for all residents regardless of immigration status.
What is the Immigrant Rapid Response Program?
The Immigrant Rapid Response Program is a city-led, community-centered initiative designed to protect and empower immigrants and refugees in Seattle during moments of uncertainty and crisis.
Whether facing sudden policy changes, increased immigration enforcement, or risks of detention, the program connects you quickly and confidentially to trusted support and resources.
This program was created in partnership with eight frontline community organizations who deeply understand immigrant needs — providing legal consultations, Know Your Rights trainings, family safety planning, and a hotline to report immigration enforcement activity.
How the Program Works – Services Available

This OIRA Program funds eight community partners to provide urgent, culturally responsive support including:
- Legal Consultations & Application Support: Up to 10 hours of free legal guidance on immigration enforcement changes, removal defense, visa issues, and more.
- Know Your Rights (KYR) Trainings: Free community workshops to help immigrants understand their legal rights covering a variety of subject areas.
- Immigrant Safety Planning: Assistance with creating plans for childcare and legal preparations in case of detention or deportation.
- Deportation Defense Hotline: A statewide hotline to report immigration enforcement activities and access over 1,400 resources. Call 1 (844) 724-3737 to report ICE/CBP activity or get connected to emergency resources.
- Policy Information Sessions: Briefings for legal service providers to adapt and better serve communities amid shifting federal policies.

How to Participate in a Workshop or Training
If you want to attend a Know Your Rights training or Immigrant Safety Plan workshop, please contact one of the community partners above. These sessions are designed to empower you with information and tools to protect yourself and your family.
Who Can Access These Services?
All services provided through this program are completely free and open to immigrants and refugees living in Seattle—regardless of immigration status. Please note that legal consultations and application support require meeting certain eligibility criteria at registration. We encourage you to contact our partner organizations above to confirm your eligibility for these services.
