The City of Seattle with an enormous amount of help from Jean
Sundborg, Keith Beiver and additional members of the Uptown Alliance
and the Parks Foundation is please to announce that fundraising
efforts for the construction of Counterbalance Park: An Urban
Oasis reached a level, which allowed the City to solicit bids
for the construction of this fabulous new urban park. Precision
Earthworks Inc. was awarded the contract and began construction
in Februrary 2008. The community celebrated the completion of
the park on July 19, 2008 with a ribbon cutting ceremony and wonderful
music.

PROJECT DESCRIPTION
The site of the new Counterbalance Park - An Urban Oasis is a
relatively level, 12,000 square foot vacant property bordered
on two sides by streets and two sides by condominiums. A variety
of neighborhood residential and commercial buildings are visible
from the site. Queen Anne Avenue North and Roy Street are both
heavily traveled arterials. Traffic signals and crosswalks allow
pedestrian access to the site. There is no on-site parking.
The proposed design of the new Counterbalance Park - An Urban
Oasis is compatible with the goals of the Mayor’s Downtown Park
Initiative and is included in the Center City Parks Plan. Parks
has developed a new park plan that represents a sophisticated
and elegant multi-use facility that will be the gateway park to
Uptown Queen Anne Neighborhood.

COMMUNITY PARTICIPATION
Nov. 18, 2006 Community Meeting #3
On Nov. 18, 2006, Seattle Parks and Recreation in conjunction
with the Uptown Alliance held the third and final public meeting
to discuss the status of Counterbalance Park – An Urban Oasis.
Approximately 18 citizens attend this meeting. Parks discussed
the current status of the park design and construction schedule.
The design is currently at the end of schematic design phase with
design development and construction documents to follow in 2007.
Murase Associates the project designers made a short presentation
to the audience pointing out the design elements of the new park.
Parks informed those in attendance that both the Board of Park
Commissioners and the Mayor’s staff have reviewed and endorsed
the schematic design. Parks also presented the current project
schedule, which calls for the new park to be completed in the
end of 2007.
Seattle Parks staff, Murase Associates Landscape Architects, and
artist Iole Allesandrini brought design plans for community review
and comment as part of a larger special park event on July 24, 2005
at the park site. Uptown Alliance and Friends of the Uptown Park
held the event to celebrate the Kinnear Place Park centennial, the
one year anniversary of the Queen Anne Park site acquisition, and
the new Labyrinth space at St. Paul’s Episcopal Church.
