Thank you, Seattle. This Pro Parks Levy acquisition project is
complete!
On January 5, 2007 Seattle Parks purchased the .21 acre property
at the northeast corner of the intersection of E. John St and Summit
Ave E. The site will provide a new neighborhood park on the western
slope of Capitol Hill. (The site is just north of the Starbucks
on Olive Way.) Per the agreement with the former property owners,
the site will continue to be used as a parking lot until park development
begins.
Funding for the acquisition included the Pro Parks Levy and a matching
grant from the King County Conservation Futures Tax.
The Pro Parks Levy also provided funding for park development, and
planning for development of the new park is scheduled to start in
2007.

| PROJECT DESCRIPTION |
In November 2000, Seattle voters approved
the Pro Parks Levy, which provided funding toward acquisition of
land for new parks on Capitol Hill. This Levy project targeted the
Bellevue Substation site for purchase and development as a new park,
since City Light had anticipated surplusing the substation site
in 2008. However, City Light later found that the substation would
continue to be needed for City Light purposes.
Parks staff recommended pursuing acquisition of a nearby property
at Summit and John instead of the Bellevue Substation, and a public
meeting and public hearing were held in 2003 regarding this recommendation.
Bellevue Substation is located at 210 Bellevue Ave E, mid-block
between E Thomas and E John St.
The alternate site that was recommended by Parks acquisition staff
and the Pro Parks Levy Oversight Committee is a 9,600 square feet
site at the northeast corner of Summit Ave E and E John St.
Both the substation and the site at Summit and John were zoned for
midrise residential/65 feet. The site at Summit and John has southern
sun exposure, and is close to pedestrian and transit routes on Olive
Way.
The Levy also provides funding for park development. A separate
public process will guide potential uses and planning for development
of the park. See the development
project webpage.
