Sand Point Historic District Strategic Development
Plan 2004-2005
This Strategic Development Plan provides direction on the strategic
development and near-term actions for buildings in the Sand Point
Historic District.

VISION FOR THE 21st CENTURY PARK
Developing Warren G. Magnuson Park has included extensive planning, the
Sand Point Blue Ribbon Committee, and a vision for the future of the park.

Sand Point Historic DistrictRealizing the Vision
In the next six to nine months, Seattle Parks will take a number of steps
to achieve the community vision for Magnuson Park. This page is intended
to update the public on the steps Parks has taken since 2004, the plans
for buildings in the Sand Point Historic District, and the upcoming opportunities
for public comment on these plans.

RECREATION & LEISURE PROJECTS
North Shore Recreation Area Plan
In late 2000 and early 2001, several public meetings were held to develop
a Master Plan for the North Shore Recreation Area. This area is located
in the northernmost part of the park, north of the NOAA access road and
west of the NOAA campus. With excellent shoreline access to Lake Washington,
the Magnuson Park Concept Plan (1999) designated this area for non-motorized
boating.

Proposed Long-term Lease Agreement with The Mountaineers
The Department is asking for the Board to recommend a 30-year lease of
Building 67 at Magnuson Park to the outdoor recreation and education club,
The Mountaineers. Long-term leases of city property require oversight
by the Board and the City Council.

Off-Leash Area (OLA)
Planning has been progressing to improve the park's off-leash area, a
popular spot since 1996 with dogs and their owners.

SPORTS PROJECTS
Sports Fields
Sports facilities have always been found on the Sand Point peninsula.
The Sports Fields (located to the southwest of the children's playground)
were used during the Navy era - a period of some 50 years. Sailors did
calisthenics, marched, and even played baseball and football. Starting
in the late 1950s, a football field was even lighted during the fall season.
Other Navy property to the west of Sand Point Way NE between NE 77th
and 85th Streets was sold in the 1950s and 60s. Today, outdoor lighted
sports facilities are found at the View Ridge Swim and Tennis Club and
the Fairway Estates Condominiums.

On July 28, 2008 the City Council authorized the Superintendent of Seattle
Parks to sign a Concession Agreement with Seattle Court Sports Unlimited
(SCSU) for constructing and operating the Sand Point Tennis Center. This
center will include 6 indoor courts, 4 outdoor courts and a club house.

ENVIRONMENTAL PROJECTS
Magnuson Community Garden
One of the priorities for Warren G. Magnuson Park that the City Council
identified (in Resolution 30063) was early implementation of the Magnuson
Community Garden.

Promontory Point Habitat Enhancement Projects
In July 1999 the Magnuson Environmental Stewardship Alliance (MESA) and
the Seattle Audubon Society began the rehabilitation of Promontory Point
with northwest native plants, shrubs and trees.

Vegetation Management Plan
The guiding concept for the plan is that it is a working document. As
the transformation continues from military base to urban park, the plan
will be revised to reflect new conditions.

Drainage, Wetland/Habitat Complex and Sports Fields and Courts Project
People have always been drawn to the Sand Point peninsula for its environmental
qualities. Homesteaders settled at Pontiac Bay to take advantage of flowing
streams and waterfront access. The U.S. Navy made its home here as naval
aviation was testing its wings on pontoon-equipped aircraft - and stayed
until jet fighters needed longer runways. Now, Seattleites come to the
park to enjoy the Lake Washington shoreline, varied recreation activities
and a regenerating urban habitat.

Magnuson Outdoor Learning Lab
Hands-on science, outdoor investigation, and service learning: it's all
part of the Burke's newest program at the Magnuson Outdoor Learning Lab
(MOLL). In partnership with the Seattle Parks and Recreation Department,
EarthCorps, and Seattle Public Schools, the Burke Museum is taking the
lead, coordinating an innovative field science and restoration program
for middle school students at Magnuson Park.
