Customer Electrical Service
Installation Process


The City of Seattle, Seattle City Light Department ("SCL"), seeks to engage a consultant to provide consulting services to manage a customer driven project to review SCL's current electrical service installation process and recommend improvements.

The project will identify and analyze the workflow, business processes and technology applications associated with providing a new or enlarged electrical service from the customer's initial request for information through the final construction billing and the production of the first monthly electric bill. The project will result in identifying improvements to address customer service installation issues (project drivers) and in establishing performance standards.

SCL is seeking qualified firms to lead and execute the project. The prospective consultant shall have extensive experience in process engineering with preference being given to firms with experience in the electrical service installation process and in working with the public sector. Engineering experience will be helpful.

The term of the contract shall extend from the date of execution by the Superintendent of Seattle City Light, or designee, through March 31, 2006. City Light has not identified a budget for this project and cannot provide prospective consultants the range of fees City Light will consider paying the consultant for the services to be provided. The contract amount for this project will be negotiated and determined with the prospective consultant.


City Light, may at its option, amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.
