Request For Proposals
For
Annual Financial Statement Audits
The City of Seattle, Seattle City Light Department (SCL) is seeking the services of a reputable firm of certified public accountants, having substantial electric utility experience, to perform an audit of the Department's annual financial statements for each of the five years ending December 31, 2006 through 2010, and to express an opinion on whether the statements are presented fairly and in conformity with accounting principles generally accepted in the United States of America. Preference will be given to a firm with a local office that has electric utility audit experience.
The scope of services shall be limited to performing the audit of the Department's financial statements for each of the five years ending December 31, 2006 through 2010. The initial contract will cover only the 2006 audit. The purpose of the audits are to obtain the auditor's opinion on the fairness of the financial statements presented, and whether they conform with accounting principles generally accepted in the United States of America. The audit shall be conducted in accordance with auditing standards generally accepted in the United States of America and shall include such tests, sampling and other audit procedures as the auditor determines necessary in the circumstances. Any additional services shall be subject to a new contract or amendment(s) to the contract entered into pursuant to this RFP and subject to the provisions of all applicable City ordinances.
Budget: The initial contract will cover the financial statement audit for 2006 only, and is anticipated to be in the range of $175,000 - $240,000.
Term of Contract and Compensation: The term of the contract will be for one year, and the City may at its option, renew the contract based on needs and funding. The contract may be extended for up to four additional years in one-year increments.
The exact amount of compensation will be determined at the time of contract negotiations and shall be subject to continuing appropriation authority of the Seattle City Council.
