Social Equity in Cannabis Program
Background
Governor Inslee signed E2SHB 2870 into law opening a new chapter for Washington’s cannabis industry. The Social Equity in Cannabis legislation, introduced by Rep. Eric Pettigrew at the request of the Liquor and Cannabis Board (LCB) took effect June 12, 2020.

On September 19, 2022, Mayor Bruce Harrell signed three bills into law to address equity in the cannabis industry to help foster a more diverse industry and support cannabis store workers.
The following bills were signed into law:
- CB 120391 – Expresses the City of Seattle’s intent to: engage in cannabis equity, expungement of cannabis convictions, equity work and funding, and develop a needs assessment for needs within the workforce and cannabis industry
- CB 120392 – Advances equity in cannabis licensing and expands licensed activities
- CB 120393 – Requires employers to take action to develop job retention, security, and stability within the cannabis industry
Work Underway
LCB is in the rulemaking process to establish social equity in cannabis program. More information on LCB cannabis social equity progress can be found here.
Pursuant to Chapter 6.500, section .100 of the Seattle Municipal Code, the Director shall adopt rules that incorporate applicable provisions of the Washington Administrative Code relating to the regulation of marijuana businesses by the Washington State Liquor and Cannabis Board and shall periodically review and update such rules as changes are made to such provisions of the Washington Administrative Code.
