Annual Truck Permits – Heavy Haul Network Conditions of Use

Vehicles operating under the definitions and the requirements of this permit shall follow all the guidelines established in Chapter 11.61 SMC for the Heavy Haul Network.

  • A signed copy of the valid permit shall be in the power unit at all times. (SMC 11.61.060)
  • The permit shall only be valid with a sealed ocean-going container on a container chassis in route between the trans load facility and a designated marine terminal as define by S.M.C. 11.61.020.
  • Truck tractor and container chassis shall be properly licensed for travel on City of Seattle streets.

Weights shall not exceed the limits established in SMC 11.61.050

  • Minimum axle space shall be 36 feet between two consecutive axles of tandem axles
  • Steer axle shall not exceed 600 pounds-per-inch of tire width
  • 40,000 pounds is the maximum weight on tandem axle container chassis
  • 43,000 pounds is the maximum weight on tractor tandem drive axle; maximum gross vehicle weight shall be 98,000 pounds
  • Loads shall not exceed the manufacturer’s weight rating as displayed on the equipment

All sealed ocean-going containers shall be accompanied with shipping papers carried in the truck tractor showing origin, destination, and commodity contained in the sealed ocean-going container. The seal shall be unbroken and affixed with a seal number matching the seal number for the shipping papers.

Failure to follow any part of SMC Title 11.61, may result in a citation being issued, permit confiscation, or permit revocation.

Indemnification: The permit holder agrees to defend, indemnify, and hold harmless the City of Seattle, its officials, officers, employees, and agents against: (1) any liability, claims, causes of action, judgments, or expenses, including reasonable attorney fees, resulting directly or indirectly from any act or omission of any permit holder, anyone directly or indirectly employed by them, and anyone for whose acts or omissions they may be liable, arising out of the permit holder's use of the public right-of-way; and (2) all loss by the failure of the permit holder to fully or adequately perform, in any respect, all authorizations or obligations under the Permit.
