South Park Water Quality Facility

Review Status

On January 15, 2026  The Commission conducted a pre-petition review of a proposed vacation of an unimproved segment of S Chicago Street in the South Park neighborhood. The segment intersects with S Kenyon Street. The vacation would allow the construction of a proposed water quality facility along with a shoreline restoration program. The facility will address water quality issues along the Duwamish.

Project Description

Seattle Public Utilities proposes to develop a water quality facility on a ~130,000 square foot property along 8th Avenue S and S Kenyon Street in the South Park neighborhood. The facility will remove pollutants from stormwater before it flows into the Duwamish River and clean soil and groundwater from this historically contaminated site.

The project includes approximately 87,000 square feet of water quality treatment infrastructure and approximately 43,000 square feet of community benefit area. The facility is part of a coordinated effort to restore the Duwamish River ecosystem while providing meaningful community amenities in a neighborhood that has experienced significant environmental impacts and displacement risks.

The project requests vacation of S Chicago Street, a 60-foot by 149-foot dead-end right-of-way (approximately 8,990 square feet) that bisects the property between the water quality facility and the proposed community benefit area. The street is currently not accessible to the public and has been used by the outgoing tenant under an annual long-term storage permit.
