4EnvironmentReport2014SeattleCityLightProtectingFishThehistoricalspawninggroundsforsalmonintheSkagitRiverarelocateddownstreamofCityLightsdamsbelowanaturalmigraonbarrier.Howeverifowsarenotcarefullymanagedthewaterusedinpoweroperaonscannegavelyimpactsalmondownstream.CityLightmanagesriver-owlevelstoprotectsalmonandsteelheadeggsfromtoomuchortoolilewaterintheriverandtoprotectjuvenileshfrombeingstranded.CityLightsaconsconnuetocontributetomaintaininglargehealthypopulaonsofnavesalmonspeciesintheSkagitRiver.In2012CityLightreceivedbiologicalopinionsdevelopedbytheU.S.FishandWildlifeServiceandNaonalMarineFisheriesServiceforthethreethreatenedshspeciesaectedbytheSkagitRiverProject.TheagenciesconcludedthatCityLightsowmanagementmeasureslikelyimprovetheoverallsurvivalofbulltroutsteelheadandChinooksalmonintheSkagitRiver.Conservaonmeasuresinthebiologicalopinionsensurethataddionalhabitatforthesespeciesisacquiredandprotected.BoundaryDamwasbuiltwithoutshpassagefaciliesbecausedownstreamdamsblockedsalmonmigraonstotheprojectarea.Declinesinlocalshspeciespopulaonshoweverhaveincreasedthefocusonimprovingcondionsformigrangresidentsh.ThenewlicensefortheBoundaryHydroelectricProjectwhichwasissuedinMarch2013includesmeasurestoimprovethesurvivalofshpassingthroughturbinesoroverspillwaysreducetheriskSpawningpinksalmonGoodellCreek.ofshbecomingtrappedinisolatedpoolsduringowreduconsenableshtomigrateupstreamofthedamandestablishself-sustainingpopulaonsofmountainwhiteshcuhroattroutandbulltroutinthetributariestoBoundaryreservoir.CityLightutilizesriver-owmeasuresestablishedunderthe1991sheriessettlementagreementfortheSkagitHydroelectricProjectlicensethe1988settlementagreementfortheToltHydroelectricProjectLicenseandthe2000InstreamFlowAgreementfortheCedarRiverhabitatconservationplan.
