The Development Services Office (DSO) assists and coaches developers and homeowners who are looking to obtain new water utility services within the Seattle Public Utilities service area. We ensure that new development in the public right-of-way conforms to applicable code requirements. We also partner with Seattle Department of Transportation to review and approve street use permits associated with drainage, wastewater, and water main extensions.

This update will streamline our application process with Seattle Department of Construction and Inspections (SDCI), and make SPU's requirements and review status, clearer and more transparent.

Our proposed 2021 Stormwater Code and Manual update is scheduled to be effective in July 2021. Our new rules will replace the current Stormwater code and Directors' Rules, which are administered jointly by SPU and the Seattle Department of Construction and Inspections (SDCI).
