15th Ave S and S Columbian Way Intersection Revision

What’s happening now?
On Wednesday, August 22nd, we hosted a public meeting at the Jefferson Park Community Center to discuss revisions we made to the 15th and Columbian project design. Over 60 people showed up to the meeting and had a chance to comment on the project. We shared the comments with City leadership and are working on the next steps for the project. We plan to host another meeting to discuss whatever decision is made about the project. To view the comments, please click here.
15th Ave S and Columbian Way S intersection alternatives
Over the last year and half, we have been engaging with neighbors and businesses to develop a design that fits the needs of everyone.
Based on feedback we have heard from some community members, we developed a new proposed concept for the 15th and Columbian intersection. This new concept retains the traffic signal at S Oregon St. See graphics below that outline the alternatives we considered for the intersection along with data showing how long it would take a person in a car to get through the intersection. These concepts were presented at the 8/22 public meeting.

Other improvements
We also heard from the community that we should focus on the Mercer Middle School priorities, so we did. As soon as this fall, we will be creating a space along 16th Ave S for a designated student pick up and drop off zone.
To help facilitate the additional traffic on 16th Ave S, we will also be installing a full traffic sign at 15th Ave S and S Dakota St. The full signal was also a request we heard from some community members. The full signal at S Dakota St will create an alternative access point to 15th Ave S.

15th Ave S and S Columbian Way intersection before improvements
Project Description
The Seattle Department of Transportation (SDOT) will make improvements to the 15th Ave S and S Columbian Way Intersection to improve safety for people walking and biking around this intersection in Beacon Hill. Currently, people walking and biking, including Mercer Middle School students, must contend with confusing routes for getting from one side of the street to the other and may have to cross streets three times. The intersection can also be confusing for people driving. In 2016, the 15th Ave S and Columbian Way Intersection Improvements project was one of 12 selected by the Levy to Move Seattle Oversight Committee to be funded through the SDOT’s Neighborhood Street Fund (NSF) program. The NSF program funds projects requested by the community.
Project Elements
- New curb bulbs
- Crossing and signal consolidation
- Turn restrictions at 15th Ave S and S Oregon St; motorists will only be able to make right turns into and out of S Oregon St from 15th Ave S
- A new public space at the northwest and southwest corners of the redesigned intersection
- Improved connections to bicycle facilities to the north, west and south
- Replace on-street parking
- Consider adding an all-way stop at S Snoqualmie St
Related projects
There are a number of improvements being made in this area, including paving a section of S Columbian Way in 2018, considering if we can improve the bike connection along S Columbian Way between this intersection and Beacon Ave S, where the paving project is happening, and creating a family friendly connection (neighborhood greenway) between Beacon Hill and Mt. Baker neighborhoods. We'll coordinate outreach efforts so that you get the full story and don't have to talk to multiple people at different times.

Project Funding
Funding comes from the 2015 voter-approved, nine-year Levy to Move Seattle, which will improve safety for all travelers, maintain streets and bridges, and invest in reliable, affordable travel options for a growing city. The levy includes $24 million to continue the Neighborhood Street Fund program over the nine years.
This project also is receiving funding from SDOT’s Safe Routes to School Program, which makes it easier and safer for students to walk and bike in Seattle.
Public Outreach and Engagement
We are committed to keeping you informed throughout the life of the project. You can expect outreach to students and parents at Mercer Middle School, intersection travelers, and adjacent project neighbors and businesses in 2017. Later this year, when the design is further along, we will likely hold a public meeting to present the detailed intersection design and seek your feedback.
