Permit Service Counters and Client Assistance Memos

Please Note:

SDOT is discontinuing street restoration services for side sewer contractors, effective February 1, 2018.

The workload for SDOT Maintenance Operations crews has grown significantly, as SDOT is tasked with delivering more lane miles of paving, square feet of sidewalk, and curb ramps than ever before. Because SDOT can no longer provide adequate service and timely delivery of restorations, they will no longer accept requests for work through the SDCI permitting process.

If you have special circumstances, SDOT will consider requests for restoration.  Contact Ross Aitken in advance of the work to confirm that SDOT can meet your schedule and confirm full payment of invoices before starting work. Due to a high volume of permit applications and significant staff transitions, we are currently experiencing longer permit counter wait times and permit application review timelines. Please plan your trip to the permit counter and project timelines accordingly.

Permit Counter Wait Times (may vary with number of visitors)
           Construction use: 40-60 minutes
           Minor utility: 20-40 minutes

Permit Review Timelines (may vary with permit complexity)
           Arterial streets / construction hubs: 8-10 weeks
           Non-arterial streets:  6-8 weeks
           Modification requests: 4-6 weeks

We are here to meet your permitting needs through two permit service counters, both located in the Seattle Municipal Tower at 700 5th Ave in downtown Seattle. Please see below for information on the services offered at each counter, as well as directions and hours of operation. Then, visit the appropriate counter to submit your application or speak with a permit specialist about any questions or concerns you may have regarding the application process. Depending on the nature and complexity of your project, permit coaching services may also be available.

Street Use Permit Counter

The Street Use permit counter issues the following types of permits: 

You may apply for a Street Use permit in person at our permit service counter, located at: 

700 5th Avenue  
Seattle Municipal Tower 
23rd Floor

Hours of Operation:

  • Monday, Wednesday, and Friday 
    8 AM to 5PM
  • Tuesday and Thursday 
    10:30 AM to 5 PM 

We do not accept payments after 4:30 PM. Applicants arriving after 4:30 PM may not receive a permit that day.

Traffic Permits Counter

The Traffic and Parking permit counter issues the following types of permits:

  • Truck Permits (annual and short- term)
  • Restricted Parking Zone (RPZ) 
  • Carpool 

You can apply for truck and carpool permits online here. If you are unable to apply online and must apply in person at our traffic permits service counter located at:
