Setting WMBE Utilization Goals

Each City of Seattle Department creates annual goals for consulting and purchasing dollars to be spent on women- and minority-owned businesses (WMBEs) as part of our larger vision of contracting equity to ensure fair and equitable opportunity to compete for City contracts.  
 
SDOT’s WMBE utilization goals reflect the following considerations: 

  • Past WMBE goals and spending
  • Current year budget projections and spend plans
  • Work plans and projects that present opportunities for WMBE participation 

Current WMBE Outreach Plan

The Seattle Department of Transportation strives to meet and exceed inclusion targets outlined in our Annual WMBE Outreach Plan. The 2023 WMBE Outreach Plan reports our projected WMBE utilization goals for the upcoming year along with the steps we plan to take to achieve these goals.

For 2023, SDOT has established a voluntary goal of 38% utilization of WMBEs for consulting and 20% for purchasing.
