ORCA Opportunity Youth Program

2019 – 2020 School Year

The program serves the following students:

  • High school students enrolled in Seattle Public Schools
  • Income-qualified middle school students in Seattle Public Schools
  • Seattle Promise Scholars

All participating students receive a free, unlimited 12-month ORCA card valid through August 31, 2020.

High school students

  • High school students may pick up their ORCA card at orientation or the first day of school. Students must complete the Conditions of Use form to receive an ORCA card. 
  • All card replacement will be handled by Seattle Public Schools Transportation Department. Students will need to pay the replacement fee to the staff in the main office or attendance office to initiate the replacement process. Card replacement fees are $5.50 for the first card and $25 for each subsequent replacement.

Income-qualified middle school students

  • To be eligible for an ORCA card, middle school students must be income-qualified and ineligible for transportation from Seattle Public Schools. Applications for middle school students can be found here. Students who were in the program last year do not need to complete a new application. The City will verify these students are still not eligible for transportation from Seattle Public Schools and then issue the students new ORCA cards. Students should pick up their cards in their attendance office or main office. Middle school ORCA cards are distributed on a first-come, first-served basis. 
  • All card replacement will be handled by Seattle Public Schools Transportation Department. Students will need to pay the replacement fee to the staff in the main office or attendance office to initiate the replacement process. Seattle Promise Scholars

  • Seattle Promise Scholars may pick up their ORCA card at their Bridge Program on September 10 and 11. Scholars don't need to fill out any paperwork to receive an ORCA card.
  • If Scholars miss the Bridge Program and need an ORCA card, they should email ORCAOpportunity@seattle.gov.
  • All card replacements will be handled by the City of Seattle Customer Service Centers (except the downtown location). Scholars must be present for the transaction, show a photo ID, and pay the replacement fee in cash. Replacement fees are $5 for the first replacement and $25 for all subsequent replacements.

About the program

The ORCA Opportunity program distributes ORCA cards to high school students at Seattle Public Schools, income-qualified middle school students at Seattle Public Schools, and Seattle Promise Scholars. The ORCA cards provide students free, unlimited transit for 12 months. The ORCA cards are valid on King County Metro, King County Water Taxi, Seattle Streetcar, Sound Transit, Community Transit, Pierce Transit, Kitsap Transit, and Everett Transit.
