As the current licensee for the Skagit River Hydroelectric Project, Seattle City Light intends to file an
application for a new license no later than April 30, 2023, two years prior to the expiration of the current
license, as required by statute. On April 27, 2020, City Light initiated the mandatory multi-year relicensing
process by filing a Notice of Intent (NOI) to relicense the Project along with the Pre-Application Document
(PAD) with the Federal Energy Regulatory Commission (FERC). City Light has convened a Steering Committee
and Resource Work Groups to develop study plans that will inform the relicensing process.
Audience for these documents. Licensing Partners include federal, tribal and state agencies,
non-governmental organizations and other interested parties. Documents are posted on this web page to support
the participants’ engagement in the relicensing process.
