BACKGROUND

City Council approved Resolution #29488 and Ordinance #118362 in November 1996, which require major institutions to prepare and file with DPD and the major institution citizen advisory committee’s annual status reports detailing the progress institutions have made in achieving the goals and objectives of their master plans.

City Council Resolution #29488 requires the following:

DPD will prepare a Director's rule with more detail about major institution reporting requirements imposed by SMC 23.69.034I. All major institutions with master plans will prepare annual status reports, due to DPD on a specified date each year. DPD will also prepare a baseline report, drawing information from existing major institution status reports, which will describe major institution development within 2500 feet outside each campus's boundaries and will show this baseline level of development on one or more GIS maps. In addition, DPD will establish an electronic system of compilation of major institution master plans and subsequent amendments, etc.

Starting with the 1997 annual reports, DPD will review all annual status reports and report back to the appropriate City Council committee no later than three months after the annual status reports are due to DPD. The DPD report will summarize:

    • The status of major institution projects that were initiated or under construction during the previous year;
    • The institutions' land and structure acquisition, ownership and leasing activity outside but within 2500 feet of the major institution boundaries;
    • Progress made toward the goals and objectives contained in the major institutions' transportation management programs; and
    • Progress made in meeting conditions of master plan approval.

DPD's report will include narrative on the items listed above, and will also include one or more GIS maps showing how major institution activity within 2500 feet outside the boundaries has changed from the baseline or the previous year.

DPD's report will also evaluate the institutions' acquisition and/or lease activity within 2500 feet outside the boundaries and determine if the major institution policy and code objectives (listed below) have been met. Depending on the findings of the evaluation of annual status reports, DPD's report may include recommendations for policy and/or code revisions. Objectives of major institution uses within 2500 feet:

    • To allow flexibility for a major institution when locating major institution uses in the surrounding area;
    • To preserve street-level, commercially-zoned space in the surrounding area for a diversity of neighborhood-serving businesses; and
    • To continue to protect housing from being demolished or converted to non-housing uses in the surrounding area.

Copies of the major institutions' annual status reports and DPD's annual report will be made available to Advisory Committee members and to neighborhood planning groups near major institutions, if applicable. The City will also post these reports on the Public Access Network (PAN).

Land Use Code Subsection 23.69.034I requires the following:

I. The institution shall provide an annual status report to the Director and the Advisory Committee, which shall detail the progress the institution has made in achieving the goals and objectives of the master plan. The annual report shall contain the following information:

1. The status of projects which were initiated or under construction during the previous year;

2. The institution's land and structure acquisition, ownership and leasing activity outside of but within two thousand five hundred feet (2,500') of the MIO District boundary;

3. Progress made in achieving the goals and objectives contained in the transportation management program towards the reduction of single-occupant vehicle use by institution employees, staff and/or students; and

4. Progress made in meeting conditions of master plan approval.

 

RULE

Seattle Major Institutions

This rule applies to the following major institutions located in the City of Seattle:

Colleges and Universities*:

    • North Seattle Community College;
    • Seattle Central Community College;
    • Seattle Pacific University;
    • Seattle University; and
    • South Seattle Community College;

Hospitals and Medical Centers:

    • Children's Hospital and Regional Medical Center;
    • Group Health Cooperative of Puget Sound;
    • Harborview Medical Center;
    • Northwest Hospital;
    • Providence Medical Center;
    • Swedish Medical Center;
    • Swedish Medical Center/Ballard; and
    • Virginia Mason Hospital.

* University of Washington is subject to annual reporting requirements

contained in the City/University of Washington Agreement.

Major Institution Master Plan Annual Status Report Due Date and Review Fee

    • Major Institution Master Plan (MIMP) Annual Status Report Due Date.

The first MIMP Annual Status Report from each major institution will cover a two-year reporting period (1997 - 1998), which will be due to DPD on August 2, 1999. For major institutions on a calendar year schedule, this report will cover the time period from December 31, 1996 through December 31, 1998. For major institutions on a fiscal year schedule, this report will cover the time period from December 31, 1996 through the end of their fiscal year in 1998.

For every year thereafter, the MIMP Annual Status Report from each major institution will be due on February 1st for the preceding calendar year or fiscal year. If February 1st falls on a weekend, the report will be due the following Monday.

    • MIMP Annual Status Report Review Fee. With submission of each MIMP Annual Status Report, a review and processing fee as specified in the City's Fee Subtitle will be payable to DPD.

Format and Contents of MIMP Annual Status Reports to DPD

For the purpose of this rule, "development activity" includes significant projects, development or changes exceeding 4,000 square feet of gross floor area that are owned, leased or otherwise controlled by the major institution both within the Major Institution Overlay (MIO) District boundaries and outside but within 2,500 feet of the MIO District boundaries. This includes new structures, external additions or expansion of existing structures and other outdoor alterations, demolition, change of use, and change in leasing agreements with non-major institution use of major institution facilities inside or outside of the MIO District boundaries, etc. "Development activity" does not include information related to elevator, mechanical, plumbing, boiler, and similar technical or fire and life safety permits.

The MIMP Annual Status Report should be brief and concise in addressing the following items in the following format.

I. Introduction

statement about the progress made towards compliance. This statement should include information explaining progress made (ranging from complete compliance, partial-compliance to non-compliance) and strategies used (successful or unsuccessful) in meeting the condition plus, when applicable, what future measures will be pursued to reach compliance.

This statement should include information explaining progress made (ranging from complete compliance, partial-compliance to non-compliance) and strategies used (successful or unsuccessful) in meeting the goal or objective plus, when applicable, what future measures will be pursued to reach compliance.

Distribution of MIMP Annual Status Reports

    • DPD. Each major institution shall provide DPD with two copies of the report, plus any additional copies needed for members of the Citizens Advisory Committee and Neighborhood Planning Groups. The major institution shall also provide DPD with an electronic copy of the report in Microsoft Word 7.0 or future updated versions . If it is not possible for the major institution to provide this information in Microsoft Word 7.0 or future updated versions, the Director may approve other options on a case-by-case basis.
    • Citizens Advisory Committees. DPD shall provide one copy of the report to each member of the applicable major institution citizens advisory committee within two weeks after the deadline for submission of the annual status reports to DPD.
    • Neighborhood Planning Groups. DPD shall provide copies of the report to neighborhood planning groups within the vicinity of the major institution within two weeks after the deadline for submission of the annual status report to DPD.
    • Available on City's Public Access Network (PAN). DPD will post each major institution annual status report on PAN.
