Garbage Can Rates

All residents within the City of Seattle are required by the Seattle Municipal Code to have garbage containers and pay for garbage service. The cost of the service depends on the number and size of garbage containers as detailed in the table below. Garbage is billed every other month in advance.

Vacancy Rate

The City of Seattle has a mandatory garbage charge for all occupied and unoccupied dwelling units, whether the services are used or not, per City Ordinance. However, an exception to this mandatory charge may be granted if a property will not be occupied or used as a residence for a minimum of 60 consecutive days. Garbage and recycling must not be set out for collection during this time.

  • • New Construction
  • • Single Family residences which are unlivable for 60 or more consecutive days
Construction/Unlivable Allowance
The City of Seattle offers a Construction/Unlivable Allowance for those buildings that are deemed "unlivable" by the Solid Waste Inspector.



Which Buildings Are Eligible?
  • • Unlivable single family residences that are unlivable for a minimum of 60 consecutive days
  • • New single family constructions shall remain on construction allowance until occupied
  • • Individual units in multi-family buildings which are unlivable for 60 consecutive days or which have been permanently converted to storage units.
Who Is Eligible To Request a Vacancy Rate or Construction/Unlivable Allowance
Persons responsible for payment of the Combined Utility Bill such as:


  • • Owners
  • • Agents/Managers
  • • Executors of Estates
What are the Rates for this Allowance?

  • • Vacancy: 2008: $6.85 per month ($13.70 bi-monthly)
  • • Construction Allowance: no charge
