Disputing a Bill
Step 1 - Initiate a dispute
When initiating a dispute, please ensure that you answer these three questions:
- Explain what and how much is being disputed.
- State why you are disputing a charge or decision.
- Describe what action you are requesting.
You can dispute a bill by contacting us by any of these methods:

Step 2 - Request a supervisory review
If you are dissatisfied with the response to your initial inquiry, request a supervisory review online, by telephone, in person or by mail. Use one of the methods above to contact us.
Step 3 - Appeal a supervisory decision
If you disagree with the findings and decisions of a supervisory decision, submit a written appeal to the attention of the Utility Hearing Officer.
- Explain what and how much is being disputed.
- State why you are disputing a charge or decision.
- Describe what action you are requesting.
