Billing Problems
Higher Than Expected Bill
Your bill reflects the level of service provided by the utility.
Water leaks, dripping faucets or a constantly running toilet affect your water consumption and your water and sewer charges. Extra garbage charges or a large garbage can affect your solid waste charges.
You can reduce your water use by repairing leaks as soon as possible. To reduce solid waste fees reduce the size of your garbage can, increase what you recycle and place in your food and yard waste container.
Dispute a Bill or Service Charge
Pay all undisputed charges to avoid collection activities, or delinquency and penalty fees. Contact Seattle Public Utilities (SPU) in a timely manner. A charge is not considered in dispute until you have contacted us.

To Contest a Dispute Decision
If you are dissatisfied with the response to your initial inquiry, request a supervisory review by telephone, in person, or by mail.
- • If you disagree with the findings and decisions of a supervisory review, submit a written request to the attention of the Utility Hearing Officer. Explain what and how much is being disputed
- • State why you are disputing a charge or decision. Describe what action you are requesting
